Full Text

National renewable energy policies across the fifteen ECOWAS member states have developed largely in isolation from one another, resulting in inconsistent feed-in tariffs, licensing timelines and grid-interconnection standards.

This review maps each member state's current framework against the ECOWAS Renewable Energy Policy baseline, identifying Ghana, Senegal and Cabo Verde as the closest to full alignment, while several states have yet to formally adopt implementing regulations. The paper recommends a phased harmonisation roadmap anchored to the existing West African Power Pool infrastructure.
